台灣虎航去年被背包客踢爆，想申請退回500元的機場稅，竟要先被收1250元的手續費，挨批根本是在A錢。交通部3月預告修正「出境航空旅客機場服務費收費及作業辦法」，明訂若旅客未出境，在開票日起1年內申請機場服務費退費，航空公司應全額退還，且不得收取任何費用和手續費，預計最快4月實施上路。

廉價航空為維持經濟實惠的票價，若乘客因個人因素取消行程，多不予退款或補償。但去年就有旅客踢爆，購買虎航飛沖繩888元機票，要再加上500元機場稅，但火車旅遊因故取消搭乘後，想要退500元的機場稅，竟被要求先繳1250元手續費。該事件也引發立委質疑，那些沒退回給旅客的機場稅到底最後是被誰收走了？

民航局長林國顯當時回應，若旅客沒出境，民航局就不會跟航空公司收機場稅。華航總經理謝世謙則坦言，如果旅客沒申請退回機場稅，款項就會被列在虎航代收款中，最後成為其他收入。

交通部3月1日預告修正「出境航空旅客機場服務費收費及作業辦法」第3條草案，持用含機場服務費機票之旅客未出境，得自開票日起1年內向航空公司申請退費；航空公司應全額退還，且不得收取任何費用。持用未含機場服務費機票之旅客，應於辦理出境報到手續時，向航空公司櫃檯補繳該項費用。但法規修正後還需報行政院核定，預計最快4月過後上路。
